The people who "checked" Katie was only wearing 1 pair of underwear and bra and watched while she went to the bathroom were other teens judged 'reformed'enough to abuse in turn for being abused to a lesser degree.
When Katie was judged 'reformed' enough she would begin "checking" on other girls underwear and bras and watching them go to the bathroom.
If you were to "check" Katie's underwear everyday, or watched her every time she went to the bathroom, would you have to worry about sexual abuse charges?
